Pack 207 – Rules & Responsibilities
At Pack 207 your son’s safety and well-being are our first mission and primary concern. We will, at a minimum, follow all rules, regulations and guidelines set down by the Boy Scouts of America (BSA). The guidelines below set out the pack’s expectations of parents and adult volunteers. You as parents or adult guardian & adult members of the Pack will receive a copy of this document, and by registering your son you agree to abide by the Pack 207 – Rules & Responsibilities.
1. You as parent or adult guardian must complete the Cub Scout Application and sign it. Parents are also responsible for maintaining a current address, phone number, and email address with the Pack.
2. Tiger Cubs register as a Tiger team with an adult partner. A Tiger Cub is not allowed to attend any Scout activity unless he is with his adult partner or an adult substitute.
3. BSA prohibits adult leaders from overseeing any activity that involves scouts of any age unless at least two adult leaders are present. At least one leader must be a registered adult leader who has completed the BSA adult leader application. This application must be reviewed by the Pack Committee, signed by the institutional head and be on file with the Daniel Boone Council (DBC) before a leader is considered registered. The other adult leader, if not a BSA registered adult leader, must be the parent or guardian of a registered Scout who is participating in the activity.
4. At or before the set meeting time (7:00 p.m. unless instructed otherwise) parents are responsible for escorting their cub scout into the Den meetings and determining that adequate (at least two) adult leaders are present. If, after escorting your scout into a meeting, you find that proper leadership is not present, you must remain with your cub scout until two adult leaders are present. The purpose of this rule is to assure that a cub scout will never be subjected to a situation where only one adult is present.
5. At or before 8:00 p.m., each boy’s parent or substitute must come to the meeting room to check out their cub scout. The safety of your scout, after the official meeting time is over, is the primary purpose of this rule. Den leaders will not dismiss any scout from the meeting room at the end of a meeting unless the scout’s parent or designated substitute is present. Once a scout is dismissed to the parent, it is the parent’s responsibility to supervise the scout. Un-supervised play in the parking lot is dangerous and is discouraged. Scouts should not disturb other den meetings which may still be in progress. Also, please respect that your leaders’ time commitment ends at 8:00 p.m.
6. If a Cub Scout fails to show proper behavior in Den meetings, then the Den Leader will take appropriate steps to counsel the scout. If this fails, then the Den Leader may request that the Cubmaster/Assistant Cubmaster counsel the scout. If the behavior is still not controlled, a meeting of the den leader, Cubmaster, and parent to discuss a course of action will be requested. Such plan may include the parent’s attendance at all den meetings with the scout.
7. As provided in the “Guide to Safe Scouting”, for all den activities that are held away from the regular meeting place, the scout must have a permission slip and medical waiver signed by the parent. Without the permission slip, the scout will not be allowed to attend the activity and cannot be left at the regular meeting place. All cub scouts participating in family camping are required to have their parent (or designated parent substitute) present at the camping event. If a parent substitute is present, a consent/permission letter must be on file with the Health Officer or Committee Chair. All activities will have at least a two week lead time for proper paperwork to be processed. Additionally, Den Leaders must work with the Cubmaster or Pack Committee Chair before any such activity is planned so that the appropriate forms can be sent to the DBC. (A local tour permit must be completed and approved by the DBC any time a Den meets at a location other than their normal meeting place.)
8. A scout’s regular attendance at den meetings is vital to his scouting experience and advancement through the scout ranks. Parents and scouts must make a joint commitment to the scout’s regular attendance at meetings and major functions. Parents must also take an active role in their son’s progress through the ranks of Scouting. Parental encouragement is THE major source of advancement for the scout. At least one parent (preferable the entire scout family) is strongly encouraged to attend the monthly Pack meeting and major functions with their sons. It is expected that parents will assist the Den Leaders as needed and volunteer to assist in special Pack activities.
9. Scouts should wear uniforms consisting of a shirt, neckerchief, belt and pants to Scout activities. Tigers and Cub Scouts wear the blue Cub Scout shirt. Second year Webelos wear the tan Boy Scout shirt. First year Webelos can wear either the blue or tan shirt. (Essentially, when the blue shirt no longer fits, buy a tan shirt.) All shirts should be worn with the appropriate insignia. Blue jeans (long or short) or other dark blue pants (no sweat pants, please) can be worn as the uniform pants for all levels of Cub Scouts. Official Scout pants can also be worn. The pants should be appropriate and not torn. The blue Cub Scout belt with the Cub Scout buckle is appropriate for all levels. (Tiger and Webelos buckle is not required.) The neckerchief and handbook will be provided by the Pack.
10. A Cub Scout must first earn his Whittling Chip before he is allowed to carry a pocket knife. Only folding pocket knives with a 3 inch or shorter blade are acceptable for Cub Scouts. A Cub Scout must be at the Bear level before he can earn his Whittling Chip. The Cub Scout must have his Whittling Chip in his possession when carrying a pocket knife. Scouts are not allowed to bring a pocket knife to any meeting unless directed by his Den Leader. Cub Scouts may only use a pocket knife with proper adult supervision. At no time will Cubs be allowed to carry axes or saws. IN NO CASE WILL GUNS EVER BE ALLOWED!!!!
11. Pack 207 follows the Macon County Public School schedule at all times. Regular meetings will not be scheduled on school holidays. When school is out of session for bad weather or other unscheduled time off, the Den or Pack activity is also cancelled. Exceptions may be made by the Cubmaster in consultation with the Pack Committee.
12. Hazing is the practice of singling out a boy or group of boys for potentially embarrassing or dangerous treatment. As provided in the Guide to Safe Scouting, Hazing is forbidden in Pack 207 at all times.
13. Community service projects will occur on a periodic basis. Projects in the past have included adopting the Highlands Rec Park for trash clean-up and Scouting for Food. It is expected that Scouts will take an active part in community service projects.
14. The Pack is led and managed by the Pack Committee. The Pack Committee is made up of the Cubmaster, the Assistant Cubmaster, the Den Leaders, the Committee Chairman and Committee Members. The Cubmaster presides at the Pack meetings and other Pack functions. The Cubmaster also sees that the Den Leaders are trained and have the necessary resources to run proper Den meetings. The Committee Chairman presides at all Leader meetings. The Pack Committee plans the yearly activities and is responsible for establishing a budget.
15. Pack meetings are usually held once a month during the school year. The Leaders meeting will normally be the Sunday one week prior to the Pack meeting. Refer to the Pack calendar for specific dates.
16. The Pack calendar year will run from August through the following August. Activities will be planned on an annual basis and the calendar will be drawn up prior to the start of the calendar year.
17. Annual fees will be paid at the start of the Pack calendar year and cover expenses through the next July. These fees will cover all national BSA registration fees, Boy’s Life subscription, neckerchief, and handbook. The Committee Chairman will determine the prorated fee for boys who join during the Pack calendar year. Additional fees will be required for optional Scout activities. Family Camping fees are usually $10.00 or less per family member participating in the family camping activity.
